Thomas B. Considine serves as CEO of The National Council of Insurance Legislators (NCOIL), an organization of the 50 states represented by legislators serving principally on state insurance and financial institutions committees. He is a past Commissioner of Banking & Insurance for the State of New Jersey, where he successfully led the state through reaccreditation by the Conference of State Banking Supervisors (CSBS) and the National Association of Insurance Commissioners (NAIC). He is a proven insurance & healthcare lawyer, corporate director, c-suite and public policy executive with a broad understanding of issues from the business, legal and regulatory perspectives. Considine also serves as Managing Partner of Gravilaur Solutions, a firm that provides strategic, operational & regulatory consulting, as well as expert witness services. He is a former community hospital CEO, health plan COO, county tax commissioner and a long-time senior executive at a Fortune 20 company.
Considine holds a JD cum laude from the Seton Hall University School of Law, and a BS in BA magna cum laude from Seton Hall University, where he received the Outstanding Alumni Service Award in 2012. He also holds postgraduate certificates from Northeastern University and the Harvard Business School. In 2013, the Irish 100 recognized him as one of the top 100 lawyers of Irish-American descent in the United States. Additionally, he has been named numerous times on the “Power Lists” of various publications and websites over the past fifteen years. A New Jersey native from Bayonne, he resides in Spring Lake Heights, NJ, with his wife, Anne, and their two children.
